There were 15,659 births in quarter 1 2018, 828 births, or 5.0%, less than the same period in 2017.  This corresponds to a birth rate of 13.1 per 1,000 population, a decrease of 0.8 from quarter 1 2017.

There were 9,278 deaths in quarter 1 2018, an increase of 2.3% (or 211 deaths) from quarter 1 2017.  This equates to a death rate of 7.7 per 1,000 population, the same as quarter 1 2017.

There were 55 infant deaths registered in quarter 1 2018 giving an infant mortality rate of 3.5 per 1,000 live births.

The number of births less the number of deaths in quarter 1 2018 resulted in a natural increase of population of 6,381 persons.

Births

There were 8,006 male births and 7,653 female births in quarter 1 2018.  The 15,659 births represent an annual birth rate of 13.1 per thousand population.  This rate is 0.8 less than the corresponding quarter of 2017.  See tables 4 and 5.

Age of mothers

The average age of first time mothers was 31.1, up 0.1 years from the same period in the previous year.  The average age of all mothers at maternity for births registered in quarter 1 2018 was 32.9 years, up 0.1 years from quarter 1 2017.  The average age of first time mothers outside marriage/civil partnership was 28.8 while the average age of all mothers outside marriage/civil partnership was 30.2 years.  In the same quarter in 2017, the average age of mothers having their first baby outside marriage/civil partnership was also 28.8 years while it was 30.1 years for all mothers for births registered outside of marriage/civil partnership.  See tables 9 and 10.

Births and marriage/civil partnerships

In quarter 1 2018 there were 9,740 (62.2%) births registered as within marriage, none of these were within civil partnership.

There were 5,919 births registered as outside marriage/civil partnership accounting for 37.8% of all births in quarter 1 2018.  The highest percentage of births outside marriage/civil partnership was in Waterford City at 57.7% and the lowest was in Dun Laoghaire Rathdown with 23.4%.  In the same quarter in 2017, there were 6,229 births registered as outside marriage/civil partnership accounting for 37.8% of all births.  See table 8.

The highest number of births registered was in Dublin City with 1,805 (11.5% of total live births in the country) followed by Cork County with 1,442 (9.2%) registered births.   Leitrim had the lowest number with 113 (0.7%) registered births in quarter 1 2018.  The same pattern was reflected in quarter 1 2017 when Dublin City accounted for 1,832 or 11.1% of births followed by Cork County with 1,412 (8.6%).  Leitrim had the lowest number, 109 births (0.7%), registered in quarter 1 2017.  See table 8.

Area of residence of mother

From January 2018 in cases where births take place within the State but the mother is residing outside the State the area of residence of mother is recorded as such.  Prior to this in cases where the mother was residing outside the State the mother's area of residence was assigned to the location where the birth took place within the State.

There were 15 babies born to mothers who were resident outside the Republic of Ireland in quarter 1 2018.  This accounts for 0.1% of total live births registered in the quarter.  See tables 5, 8, 9 and 10.

Nationality of mothers

Of the 15,659 births in quarter 1 2018, there were 12,205 babies (77.9%) born to mothers of Irish nationality compared to 12,816 (77.7%) in quarter 1 2017.  See table 11.

Birth order

A total of 6,077 births (38.8%) were to first time mothers in quarter 1 2018.  Second time mothers had 5,362 births (34.2%).  These accounted for a total of 73.1% of births of stated parity in quarter 1 2018.  See table 6 and figure 2.

Natural Increase

The natural increase in the population (births minus deaths) for quarter 1 2018 was 6,381.  This represents a rate of 5.3 per 1,000 population, 1.0 less than quarter 1 2017.  See tables 3, 4 and figure 1.

Marriages/Civil Partnerships

The number of marriages registered during the quarter was 3,351, of which 106 were same-sex marriages. This is equivalent to an annual marriage rate of 2.8 per 1,000 population, a decrease of 0.1 from quarter 1 2017.  See tables 3 and 4.

Same-sex marriage legislation came into effect on the 16th November 2015.

NUTS2 and NUTS3 Regional Authority areas - January 2018

From 1st January 2018 an Amendment of the EU NUTS legislation came into effect.  This reflects the new regional assembly structure and the other changes to the Local Government Act for Tipperary North, Tipperary South and Limerick and Waterford City and Councils.  For the composition of the new Regions breakdown see background notes.

Civil Partnership legislation was introduced in Ireland on the 1st January, 2011.  From 16th November 2015, when same-sex marriages legislation came into effect, same-sex couples no longer had the option to apply for a Civil Partnership.  However, couples that had given the required 3 months' notice of a Civil Partnership prior to 16th November 2015 were still entitled to have a Civil Partnership ceremony after that date.  There were no civil partnerships registered in quarter 1 2018.  There were also no civil partnerships registered in the corresponding quarter of 2017.  See tables 3 an

Population

The estimated population (usual residence) in April 2017 was 4,792,490.

From the 1st January 2018 the CSO is using new automated software called IRIS for selecting the underlying cause of death  code.  The coding system has been developed by the IRIS core group (currently Germany, Italy, France, Hungary and the United States) to code mortality data and is the preferred coding tool for European countries.  Please note that the underlying cause of death is still classified to the International Classification of Diseases, Version 10 (ICD 10).

Please see the attached Information Note regarding the background to IRIS and the effect of changing to this coding software.

Background Notes

Introduction

This report has been prepared by the Central Statistics Office for the Minister for Employment Affairs and Social Protection in accordance with the provisions of Section 2 of the Vital Statistics and Births, Deaths and Marriages Registration Act, 1952 and Government Order SI 831 of 2007.

Methodology

All figures in this report are classified by quarter of registration.

The extension of the Limerick City boundary, which came into operation on 1st March 2008, has been taken into account in the compilation of the statistics from the Second Quarter of 2008. As a result, data for Limerick City and County are not directly comparable with any quarter prior to the Second Quarter 2008.

This publication continues with the 3 major changes in the methods by which mortality statistics are compiled.  These changes were introduced in the Vital Statistics First Quarter 2007 publication.

1) Underlying Cause of Death is classified according to International Classification of Diseases, Version 10 (ICD10) instead of to International Classification of Diseases, Version 9 (ICD9). In addition, this and future publications will incorporate certain official updates to ICD-10. In particular, mental and behavioural disorders due to psychoactive substance use (F10-F19), with mention of intestinal infectious diseases (A00-A09), accidental, intentional self and undetermined intent poisoning by and exposure to noxious substances (X40-X49, X60-X69, Y10-Y19) or assault by chemical or noxious substance (X85-X90), are now coded to the latter.

http://www.who.int/classifications/icd/OfficialWHOUpdatesCombined1996-2008VOLUME2.pdf

2) Deaths where there was not an inquest have been coded using the automated coding system developed by the U.S National Centre for Health Statistics (NCHS).  Previously the Underlying Cause of Death was chosen manually for all deaths.

3) All deaths registered in the quarter have been included in the statistics, in some cases with a provisional cause of death.  Previously the practice was not to include deaths in the quarterly statistics until the cause of death had been definitely established.

Because of these changes, caution should be taken in directly comparing these mortality statistics with those of previous quarters.  Many countries have found that moving to ICD10 does affect certain specific categories of causes of death.  In particular, a significant drop in the number of deaths attributed to pneumonia and bronchopneumonia has been observed in some countries after moving to ICD10.  These deaths were instead assigned to other conditions included on the death certificate.

The effect of the second change above has been to increase the number of deaths in our statistics as compared with previous years. Statistics for deaths due to external causes are particularly affected by this change.  The previous method meant that some deaths were included in a later quarter of the year, than when they had been registered, because of the delay involved in establishing a definite cause of death.

Stated Parity Refers to the number of previous live births excluding any not stated.

Births classified by area of residence of mother.

From January 2018 births which take place within the State but where the mother is residing outside the State are recorded as such.  Prior to this births where the mother was residing outside the State were assigned to the location where the birth took place within the State.  Tables 5, 8, 9 and 10 refer.

NUTS2 and NUTS3 Regional Authority areas - January 2018

From 1st January 2018 an Amendment of the EU NUTS legislation came into effect.  This reflects the new regional assembly structure and the other changes to the Local Government Act for Tipperary North, Tipperary South and Limerick and Waterford City and County Councils.  The composition of the new Regions breakdown is outlined below.

Up to December 2017 regional classifications were based on the NUTS (Nomenclature of Territorial Units) classification used by Eurostat.  The NUTS3 regions corresponded to eight Regional Authorities established under the Local Government Act, 1991 (Regional Authorities) (Establishment) Order, 1993, which came into operation on 1 January 1994.  The NUTS2 regions, which were proposed by Government and agreed by Eurostat in 1999, are groupings of the NUTS3 regions.  The composition of the regions is set out below.

Same-Sex Marriage Legislation

The Marriage Act 2015 (No. 35/2015) effective from the 16th November 2015 (S.I. 504/2015) refers, allows parties of the same sex to marry.

Revision of rates

Rates for Births, Deaths and Marriages in quarter 4 2017 were revised for intercensal years 2012 to 2015 based on revised estimated usual residence population data.  Rates for 2016 have also been revised based on updated Census of Population usual residence population figures.  Rates for the first quarter of each year are calculated using the relevant population data for the previous year.

Usual Residence Population concept

For the purpose of this release the population concept of usual residence has been used, i.e. all persons usually resident and present in the State on census night, plus absent persons who are usually resident in Ireland, but are temporarily away from home and outside the State on Census night.  All persons are classified according to the region of their usual residence.

Birth and Death rates

There is a minor change in methodology concerning the calculation of birth and death rates at a county level from Q2 2015 onwards. Prior to this the county population used in the calculation of birth and death rates was calculated by applying the same factor of change in the population at a state level to each county during the inter-census years.

For example:

State Population (habitual residence) 2011 census year 4,574,888
2012 inter-census year estimate 4,585,400
Factor of change = (4,585,400 - 4,574,888) /4,574,888 * 100 = 0.22977
Carlow population census year = 54,723
To estimate population in Carlow for 2012 using factor of 0.22977 as follows:
Carlow 54,723+ [54,723][0.22977/100] = 54, 848= population estimate 2012
Regional population was calculated by summing the relevant counties and county boroughs.

From quarter 2 2015 onwards, the factor of change is calculated at the regional (NUTS3) level first and this is used to calculate the population at the relevant county level.

For example:

South East Region Population
2011 census year 499,304
2012 inter-census year estimate 500,831
Factor of change = (500,831 - 499,304) /499,304 * 100 = 0.30582
Carlow population census year = 54,723
To estimate population in Carlow for 2012 using factor of 0.30582 as follows:
Carlow 54,723+ [54,723][ 0.30582/100] = 54,890 = population estimate 2012
The overall rate at national level is unaffected by this revision.
