This report details the contents of the 2026 IDS pilot on a module-by-module basis. Modules are a way of organising the survey; each module focuses on a particular topic, and questions are grouped into the appropriate modules. A proposed flow for the IDS modules is presented in Image 1 below. This flow is subject to change, following testing during the questionnaire design phase.
It is important to note that the flow of questions, or the questions themselves, may vary depending on the respondent. For example, factors like age (child vs adult questionnaire), setting (private households vs communal establishments), and who is answering the survey (direct vs proxy response) will influence the questionnaire design and be refined throughout the next phase of development.
Only individuals who meet a certain threshold based on the answers given in the screening module will be filtered into the subsequent modules on well-being, housing, transport, and so on.
Image 1 below shows the proposed flow of survey modules for the 2026 IDS pilot. The survey will begin with an introduction section and followed by eleven themed modules on demographic information, disability screening, well-being and social inclusion, housing and accessibility, transport, education, employment, assistive technology, care and support, health services, and social and civic activities. The IDS will close with a survey end section.
